Key recommendations include localising the management of the prison system by abolishing the National Offender Management Service and replacing it with a network of Community Prison and Rehabilitation Trusts, scrapping the Titan prison programme and instead building five Mitson Academy model prisons, and making sweeping changes to prison rehabilitation to reduce re-offending.
