An update on comments moderation

A brief update on moderation policy. Since all comments had to be approved I think threads are better. The team aims to approve comments at least once an hour between 6am and 10pm and our apologies for the occasions when that's not possible. Our aim is not to silence reasonable critics or diverse points of view but to keep threads on topic, discourage some visitors' determination to turn every discussion to Europe and generally keep things civilised.

One concession I have introduced today is to allow more leniency on the homepage thread. Comments will be moderated but readers will be freer to range widely.
