Ken Clarke slides down Cabinet league table

Ken Clarke's slide down the league table accelerated in the last month. In the estimation of Tory members, the Justice Secretary's prisons policy is the most unpopular act of the Coalition.

Theresa May and Eric Pickles climbed again this month.
