How would you trim the deficit?

I'm finishing the questions for the pre-Manchester grassroots survey.  I'm asking for views on options for cutting the deficit.  A draft list is below.  All suggestions welcome please...

  • A temporary increase in VAT to 20%
  • A temporary increase in income tax for people earning more than £150,000
  • A temporary freeze in public sector pay
  • A 5% temporary cut in the pay of government ministers
  • The introduction of road tolls
  • Higher tuition fees for students
  • 10% across-the-board spending cuts in every Whitehall department
  • A recruitment freeze throughout the public sector
  • The abolition of Sure Start
  • A tax on all properties with a value of £1m or more.
