29 32 Tory MPs rebel against Britain's £9.3 billion EXTRA contribution to IMF bailouts

Last night at least 32 Tory MPs (listed below) voted with Labour against an 88% hike in Britain's contribution to the IMF. The hike is to partly fund the IMF's ability to fund bailouts. The Government won the vote to increase Britain's contribution from £10.7 billion to £20.15 billion by 274 votes to 246. This is the first time that the Labour frontbench has voted with Tory Eurosceptics. Labour was voting against an increase in the IMF subscription that was largely agreed during Gordon brown's time in office.

Redwood-on-NewsnightS On his blog John Redwood suggests that the 29 rebels are only one sign of Tory discontent. Given that there are more than 300 Tory MPs he calculates that AT LEAST 80 Conservatives were unavailable, abstained or voted against the government. He writes:

"Some of us want the UK government to use the influence it says it has at the IMF to halt the futile bail outs of Eurozone members. The debt markets show the markets do not believe that Greece can repay all its debts in full and on time. Yesterday was a day when market worries spread beyond Greece, Ireland and Portugal to Italy. Those in  charge of the Euro scheme need to get a grip. It is doing a great deal of financial and economic damage, and they no longer seem to be in control of their project. The IMF should decline to bail out rich countries that have shackled themselves to a currency scheme that was badly put together and needs a thorough re think."

Carswell Douglas Central Lobby 10.30am Douglas Carswell has just blogged this:

"The decision to raise our IMF subscriptions by 88 percent was first mooted when Gordon Brown was in charge – but was okayed by the current government last October.  While Canada, Switzerland, Holland and Belgium all managed to keep the increase in their subs low, whoever negotiated the deal on our behalf seems to have preferred to have UK taxpayers assume greater debt liabilities so that they could sit on a bigger chair at the various international summits they attend on our behalf. Alongside fiscal policy and monetary policy, our approach towards the bailouts and the IMF shows that there has been remarkably little change in economic policy at the Treasury since Gordon Brown was in charge."

Tory MPs debate the News of the World phone-hacking scandal

COMMONS-sittingRedoubtable Labour Member Chris Bryant managed to secure an emergency debate in the Commons yesterday, following Prime Minister's Questions and a statement by the Prime Minister on the situation in Afghanistan, to discuss the News of the World phone-hacking scandal. 

Although the debate was abused by some Members (Labour's Clive Efford, for example: "Only if ordinary people make a stand will we stop these rich people—rich people who have invaded the lives of ordinary people in the street—making themselves even richer and even more powerful."), Conservative members took a range of considered and serious positions in reaction to news of the scandal. 

Three Conservative Members called for a "pause" in the current News Corporation takeover of BSkyB (as, it appears, has now taken place):

  • Nicholas Soames pointed to "serious criminality" at News International: "Given that there is clear evidence of serious criminality on the part of some people at News International, would not due process also now include, in any event and without necessarily referring this to the Competition Commission, calling a pause pending further evidence?"
  • Anna Soubry called for the issue to be referred to Ofcom: "Such is my concern—I have been persuaded by much of what I have heard today—that I think there must now be a pause in the consideration of the matter that has been referred to and will be determined by Ofcom. I urge the Secretary of State to consider whethbryer we should pause things, given what has happened."
  • Zac Goldsmith said anything other than a pause would be "appalling" to the public: "That deal needs to be put on hold by the Government until the dust has settled and we know where we stand. Anything less than that will be viewed as appalling by the public and will be met with a nod of disapproval."

The substance of yesterday's debate about banning wild animals from circuses

Paul has already covered the row yesterday afternoon between Tory MP and 1922 Committee Secretary, Mark Pritchard, and the Government Whips' Office and their attempt to persuade him to withdraw his motion proposing an outright ban on wild animals from circuses.

So what was the substance of the debate?

Pritchard's motion proposed directing "the Government to use its powers under section 12 of the Animal Welfare Act 2006 to introduce a regulation banning the use of all wild animals in circuses to take effect by 1 July 2012." but the Government was not at all happy about that, as Defra Minister, James Paice, was forced to explain:

Picture 13 "We had a new set of advice from our lawyers and we had to use that in coming to our view. It clearly indicated that there were serious risks of a legal challenge should we opt for an outright ban, despite our being minded to do so. I will return to the detail of those legalities because that has occupied much of the afternoon’s debate, but it is for that reason and in the interest of avoiding a long judicial process that we concluded that the quickest way to reduce and, we hoped, eliminate cruelty to wild animals in our circuses would be a robust licensing system, which might well result in circuses deciding to stop keeping such animals."

"If the House were to approve the motion, the Government would have to respect that, but as a Minister I am duty bound to lay before it the possible consequences—I stress the word “possible”—of that decision not only for the Government, but for the House, taxpayers and possibly the animals that we are concerned about... The legal advice we have received on section 12 of the 2006 Act is that although it could be used as the basis for a total ban, it is highly likely that we would be challenged on the basis that an outright ban was a disproportionate measure for improving welfare in circuses.

But Mark Pritchard was indefatigable in his defence of his proposal:

"Today, this country has three travelling circuses with a total of 39 wild animals, including zebras, tigers, lions and camels. Until the recent exposure of the brutality with which Annie the elephant was treated, there were also elephants, but there are now no elephants in circuses in England... The trouble with the Government’s proposed licensing scheme is that it would create a new generation of animals that could be imported. It would give a green light to new imports. We might not have any elephants left in our circuses now, but we would certainly have some if the new licensing regime came into effect. My concern is shared by 92% of the public, and there are very few public policy areas that attract that support. I am concerned about the cruel and cramped conditions in the housing and transportation of these wild animals. Countries including Singapore, Bolivia, Israel and Hungary have banned the use of wild animals in circuses. Many of those circuses are commercially successful.

Zac Goldsmith leads the charge to end fish discards

GOLDSMITH ZAC The combination of an Early Day Motion signed by almost 250 MPs and a Commons debate - courtesy of the new Backbench Business Committee - leaves a government with little alternative but to give way.  It's thus worth reading carefully the motion which the House passed yesterday in relation to the Common Fisheries Policy and fish discards -

"Resolved,

That this House welcomes the Fish Fight campaign; and calls on the Government to vote against proposed reforms of the EU Common Fisheries Policy unless they implement an ecosystems-based approach to fisheries management, end discards in relation to all fish and shellfish with derogation only for species proven to have a high survival rate on discarding, require that all fish and shellfish are harvested at sustainable levels by 2015, ensure the involvement of fishers and other stakeholders in decision-making processes and enable the UK to introduce higher standards of management and conservation in respect of all vessels fishing within its territorial waters, taking into particular account vessel size and environmental impact."

In other words, the Commons has urged the Government to block changes to the Fisheries Policy unless discards mostly end.  Goldsmith is particularly exercised about the "12 mile issue", and perhaps the best means of looking at the subject in the round is to quote most of his speech, which I do below.  Sheryll Murray also addressed the Commons for the first time since the tragic death of her husband, and Conservative Home welcomes her back.

New Forest MPs differ over Spelman woodland sale proposals

Desmond Swayne Desmond Swayne (New Forest West) and Julian Lewis (New Forest East) entered the Commons together as New Forest neighbours in 1997.  Both were on the right of the Party; both were rumbustious Parliamentarians; both were greeted with werewolf howls from Labour backbenchers; both served on the Conservative front bench.  But their ways have parted: the first is David Cameron's Parliamentary Private Secretary, the second is a backbencher.

To the second, the first is his "dear and hon. Friend", but these neighbours - two of the three Conservative backbenchers who spoke in yesterday's Commons debate on Spelman's proposals - disagree.  The nub of Swayne's position was as follows -

"I hope that those critics will look at these proposals with an open mind and wonder whether they might just be looking a gift horse in the mouth. There might be an opportunity to rebalance the interests of the forests that have been so shoddily disrupted by the creation of a national park. Within the Crown lands of the New Forest, there are already many private lands and private commons. Indeed, the National Trust itself owns two of the real gems: Hale Purlieu and the Bramshaw Commons. The land is not all owned and managed by the Forestry Commission...

...The New Forest is unique and what I would like to see is something along the lines of what we have in Queen's house in Lyndhurst - perhaps even with exactly the same staff and personnel who currently manage the forest there - but reporting not to a board in Edinburgh, but to a board in the New Forest representing the proper interests of the New Forest, and particularly those of the people who have always safeguarded the forest and been responsible for the law of the forest-namely, the Verderers...I say again to my hon. Friend the Member for New Forest East, and also to opponents, that there is an opportunity here for us that we would be foolish to pass up."

Rory Stewart: "We know that communities know and care more, and that they can and ought to do more than distant officials in Penrith, Carlisle, London or Brussels"

Highlights from yesterday's Commons debate on the Localism Bill.

Rory Stewart summarised why localism works: "This is a strange time and place because all hon. Members believe in that decentralisation, whether we call it localism, hyper-localism or double hyper-localism, but we are obstructed by our anxieties about power, knowledge and legitimacy. Let us remember the basic instinct and work together. We should support the Bill because we know that communities know and care more, and that they can and ought to do more than distant officials in Penrith, Carlisle, London or Brussels."

Stewart Jackson on new powers for local governments to act more freely: "The big society is about empowering local people to make decisions at local level. It should be seen not as lots of disparate, discrete initiatives at local level, but within the context of the Bill's provisions. I see the general power of competence, for example, as a key unlocking a huge amount of progressive development by local authorities. The New Local Government Network specifically praised the general power of competence and said: "This represents both a significant philosophical shift towards local democracy and a practical transfer of power to the local level." That is something that Labour never did in its 13 years of power, although it promised to do so in its 1997 manifesto. The other important issue-unfortunately, one cannot look in detail at the 406 pages of the Bill and its 201 clauses and 24 schedules in five minutes-is whether it is permissive, as opposed to prescriptive, as an approach to local government? On any objective test it is an extremely permissive piece of legislation. The general power of competence will give local authorities autonomy by unlocking accelerated development zones, tax increment financing, asset-backed vehicles and real estate investment trusts."

Mr Jackson also highlighted the economic advantages of decentralisation: "An econometric study in Germany found that Government efficiency increased in direct proportion to decentralisation and could drive it up by up to 10%. That would release in this country the equivalent of £70 billion. The Spanish institute of fiscal studies found that fiscal decentralisation could boost growth in the economy by 0.5%. The Bill speaks to that concern. If Opposition Members ask me whether we are going far enough in fiscal autonomy and decentralisation, the answer is no, but the Bill is a bigger and better start than what went on before."

Argy-bhaji from Pickles at DCLG questions

Oral questions in the Commons is changing its tone and nature, at least as far as Communities and Local Government is concerned.  The last section of each departmental oral question session is headed "Topical Questions" - a series of open questions to Ministers.  It begins with a brief statement by the Secretary of State of his or her responsibilities.  When I was in the Commons, Hazel Blears and John Denham gave anodyne and unexceptional summaries.  Here is Eric Pickles's offering yesterday -

If he will make a statement on his departmental responsibilities.

"This week my Government will be co-operating with interfaith week, celebrating how faith communities are adding to the well-being of our society. We have published details of our plans to build 150,000 more affordable houses over the next four years. We have welcomed the decision of the Local Government Association's chief executive to take a cut of £200,000 a year, and we hope that more town hall chiefs will follow his example in these austere times.  At the 2010 British curry awards, the Government paid tribute to the spice industry's £4 billion turnaround-a real bhuna for the British economy. From bin collections to small business tax relief, we will do our utmost to ensure that Britain's curry industry is second to naan."

The last line threw the questioner, no less an old hand than David Blunkett - proof, perhaps, that there's nothing the Chamber enjoys more than a bit of argy-bhaji.  But before readers are driven insane by more excruciating puns, a serious point: no set of Departmenal oral questions better demonstrate how the Coalition is working and the culture is changing.  Here's an exchange between Andrew Stunell, the Liberal Democrat Under-Secretary of State, and Esther McVey -

Esther McVey: Does the Minister agree that the Government need to do more to empower communities to improve their local areas and take over amenities, such as community centres and allotments? What steps will the Government take to ensure that those initiatives are taken up in the forthcoming localism Bill?

Andrew Stunell: First of all, I commend Wirral borough council for setting up its own fund for the transfer of community assets and for making the launch of those much more feasible. I hope that other local authorities will look at that example.  The community right to buy will be a powerful option for neighbourhoods and community groups that want to take on assets, and that will be backed by money. The asset transfer unit and Communitybuilders, a project lasting through to 2014, will be there to provide support. I also want to make quite sure that the House understands that the big society bank will be there to assist as well.

Zac Goldsmith: I welcome the Government's commitment to include local referendums in the localism Bill. Does my right hon. Friend agree that if the results of those referendums are not binding, their status will be only marginally higher than that of an ordinary petition, although they will be a lot more expensive? Will he bring in proper referendums that are legally binding?

Greg Clark: I know that my hon. Friend is a great champion of referendums, as he has organised one in his own constituency. The localism Bill contains binding referendums on subjects such as whether to introduce mayors, the neighbourhood plans that I mentioned earlier and excessive increases in council tax. It also contains provisions for advisory referendums that will test public opinion and can influence policies. Sometimes it is appropriate to nudge councils to do the right thing. This will be perhaps more of a shove than a nudge, and I think it will be difficult to ignore.

The prospect of local referendums, or of Ministers championing Councils who transfer community assets, would have been unthinkable during the last Parliament.  A small snippet from Hansard.  An illustration of changing times.  And now I've gohst to go.

1. What is your earliest political memory? Being confused when a staff member at my school celebrated the Tory’s win over the Conservatives.

3. Who is your political hero and why? Edmund Burke, a true conservative, not afraid of being unpopular, environment-minded and a believer in fairness and small Government.

Zac Goldsmith uses maiden speech to declare Conservatives as the party of the environment

In his maiden speech, Zac Goldsmith, the new MP for Richmond Park, argued that conservatism has always been green:

Zac Goldsmith Commons "The environment is the defining challenge of our era. It goes without saying—I hope—that without a healthy environment, we have no economy or future. It is the defining, underlying issue, and the basic maths tell us that we are heading in a dangerous direction: a growing population combined with an increasing hunger for resources means that the cost of living will at some point go up. If we take that to its logical conclusion, we will reach a point when conflict is almost inevitable.

We need only look at the facts. We can argue about climate change and our exact contribution to it, although I will not do that now, because other people have already done so today. The world’s bread baskets are being eroded. That is not a matter of opinion; it is a matter of fact. There is the destruction of the world’s forests, the loss of species and habitats and the collapse of the world’s great fisheries. These are real issues, and they are not subject to debate; they are matters of fact. They are not niche problems, but fundamental problems. I hope it also goes without saying that as we undermine the natural world and natural systems, we eventually undermine the basis of our own existence.

The cause of many of those problems is also, fortunately, the solution: the market. But if the market is blind to the value of valuable of things, if it is blind to the value of natural systems, and if it fails to put a cost on those things that should have a cost, economic growth can only be an engine of environmental destruction and a process that effectively means cashing in on the natural world until there is nothing left. Nevertheless, the market is the most powerful force for change that we know, other than nature itself. It is a tool, and if we allow the natural world to be plundered, it is simply because we have failed to understand how to use that tool. We need to put a price on pollution, waste and the use of scarce resources, and we need to invest the proceeds in alternatives. I do not think that green taxes should ever be retrospective—we have seen too much of that—and I do not think that the green agenda should ever become an excuse for raising stealth taxes. We have seen too much of that as well. However, whatever we do introduce must be real, not synthetic. We need rapid change.
