Tory backbenchers Bill Cash, John Redwood and Bernard Jenkin warn of the dangers of an "undemocratic" EU

Bill_cash_mpIn a backbench debate on the European Council yesterday, veteran Eurosceptic MP Bill Cash warned that a proposed fiscal union would be both undemocratic as a whole, and damage the national interests of the UK. The Liberal Democrats, he said were currently an "obstruction to our vital national interests", and it was crucial for the House to be united on the future of Europe: 

"A house divided against itself will fall, and the situation will be worse still if it is built on sand. There are now two Europes, both built on sand, and the situation is not only precarious but dangerous."

Whilst a lack of growth in the Eurozone was "contaminating the UK economy", the situation across much of Europe was more worrying, Cash said:

"Elsewhere in Europe it is creating civil disorder, with youth unemployment of up to 45% in Greece and Spain, and 30% in Italy'"

In its present form, the European Union is "completely undemocratic" said Cash, and that "existing treaties should be sent to a convention so that all the member states could have the opportunity to face one another and decide what kind of Europe they want". Cash's most chilling prediction, was that a trend of a lack of democracy which exists within the current setup of the EU had the potential to mobilise the far right:

Rolling record of Tory MPs' comments on new EU Treaty

Friday 8.45am John Redwood MP blogs:

"Orderly but rapid break up would be the least cost option. It would liberate the countries allowed out, and permit them to adjust their competitiveness by a devaluation which would be swift and easier to sell than large wage cuts. There is  no foundation to the proposition that the EU would lose 10-50% of its output if they changed currencies. To my knowledge 87 countries have left currency unions since 1945. In most cases they have prospered more after exit. The successful break up of the 16 member rouble bloc could be the model."

8.30pm Philip Hollobone told Sky News:

Hollobone_phillip"...we need to have a disorderly breakup so that the whole of Europe and the rest of the world economy can get back to significant economic growth in the future. This idea that we can prop up the eurozone in the next ten years with constant austerity is just not going to work."

6.45pm The leader of the Conservatives in the European Parliament, Martin Callanan MEP said: 

CALLANAN MARTIN"If there is any treaty change which creates European fiscal union then clearly that will radically effect the UK and that should be put to a referendum. That is what democracy demands, because we would be creating a fundamental change to the EU and our relationship with it. However, that could take years to complete. It might be a way to solve the next crisis - but not this one. That is why the focus should be on measures to address the issues at the heart of this crisis."

He said these would include "The casual one-size-fits-all approach that had undermined the euro from its foundations", "The massive economic imbalance between its prosperous and economically-disciplined members and those which were debt-ridden and financially dysfunctional", "The over-regulation which hampered wealth-creation and innovation and encouraged a dependency culture in struggling states."

5.30pm Paul Waugh reports that Edward Leigh said the following in a Westminster Hall debate this afternoon:

LEIGH edward MP"We have had enough of reading of British prime ministers over the last 20 to 30 years in the days preceding a summit that 'they will stand up for the British national interest' and then coming back from a summit with a kind of Chamberlain-esque piece of paper saying, 'I have negotiated very, very hard, I have got opt-outs on this and that and I have succeeded in standing up for British interests'."

5.15pm Nadine Dorries blogged

DORRIES-Nadine"I have no doubt that the PM will return with some form of a guarantee for Britain as the last thing Merkel wants is a referendum in Britain. If Britain succumbs, other countries may follow suit and the effect such an event would have on the markets would be damaging for Germany. After all, it’s all about Germany. A fiscal union of 17 EU members forming one new country and in effect a new trading block will have huge implications for Britain and British business. It's time we gave the British people their say via a referendum. The next two days will test the Prime Ministers courage and skills. If he misses this opportunity to grasp the nettle and give the British People their say, they may eventually make him pay with the one vote they will have."

4.15pm Nick Boles appeared on the Daily Politics show this afternoon, and argued:

Jenkin Campbell Boles"Today is the moment of maximum economic danger for Britain. Our retail sales are falling, manufacturing output is collapsing, Brazil has stalled, China has stalled. The entire global economy is sitting on the edge of an abyss and the urgent priority for the British people is to protect our economy and their jobs by getting this Eurozone crisis fixed. We need to repatriate powers but we need to come to that after we've saved our economy, not before. ... What I want David Cameron to do is to protect our economy, protect our jobs - mainly, because that's the thing that's under most threat from the Eurozone - protect the City of London, but he needs to help them get a solution to the Eurozone crisis so that the entire European economy doesn't fall apart. ... We are going to work out an entirely new kind of outer-tier relationship, and that is a big exercise, it's a very important exercise, and it offers big opportunities for Britain, but it's probably going to take two or three years - it's not the work of a weekend when the global economy is on the precipice."

3.30pm Sir Peter Tapsell told Radio 4:

Tapsel Peter"The fact is the French and German leaders have been meeting for weeks and weeks. I have very little doubt that they will not be able to solve the eurocrisis on Friday but it is very much in the British national interests that it should be solved. As we argued at the time of the Maastricht Treaty to think that you can have a single a interest rate for a whole variety of countries at different stages in their development. And that remains true today and although we opted out of the euro right from the beginning and very sensibly so, but we are affected by the euro and I feel really sceptical that they can solve to eurocrisis, I don’t expect it to survive. ... The reason why Europe is in crisis has to be traced back to the Maastricht Treaty. They then introduced a whole series of measures which weakened the European economy by comparison with those of the Far East and America and so on."

Government EU budget motion passes without rebellion

COMMONS-sittingThere are conflicting views at present about where Conservative Euro-revolts go next.  One is that they peaked on the vote over an EU referendum.  Another is that they will climb higher if Britain enters any new treaty negotiations without a repatriation of powers proposal. My view is the latter (were the Government to present a bill based on such a treaty).

But either way, it is worth recording briefly that a Government motion relating to future EU budgets was passed yesterday evening without a Tory backbench amendment.  Both a source loyal to the Government and a rebel used the same phrase to me yesterday about potential future rebellions - "guerilla warfare".

In other words, they are united in agreeing that rebellions will be back sooner or later, but for the moment there is no appetite for more among most of the 81 Conservative MPs who voted against the Government on the referendum motion.  I think that Tracey Crouch's letter to Mark Pritchard last week rather caught the mood.

29 32 Tory MPs rebel against Britain's £9.3 billion EXTRA contribution to IMF bailouts

Last night at least 32 Tory MPs (listed below) voted with Labour against an 88% hike in Britain's contribution to the IMF. The hike is to partly fund the IMF's ability to fund bailouts. The Government won the vote to increase Britain's contribution from £10.7 billion to £20.15 billion by 274 votes to 246. This is the first time that the Labour frontbench has voted with Tory Eurosceptics. Labour was voting against an increase in the IMF subscription that was largely agreed during Gordon brown's time in office.

Redwood-on-NewsnightS On his blog John Redwood suggests that the 29 rebels are only one sign of Tory discontent. Given that there are more than 300 Tory MPs he calculates that AT LEAST 80 Conservatives were unavailable, abstained or voted against the government. He writes:

"Some of us want the UK government to use the influence it says it has at the IMF to halt the futile bail outs of Eurozone members. The debt markets show the markets do not believe that Greece can repay all its debts in full and on time. Yesterday was a day when market worries spread beyond Greece, Ireland and Portugal to Italy. Those in  charge of the Euro scheme need to get a grip. It is doing a great deal of financial and economic damage, and they no longer seem to be in control of their project. The IMF should decline to bail out rich countries that have shackled themselves to a currency scheme that was badly put together and needs a thorough re think."

Carswell Douglas Central Lobby 10.30am Douglas Carswell has just blogged this:

"The decision to raise our IMF subscriptions by 88 percent was first mooted when Gordon Brown was in charge – but was okayed by the current government last October.  While Canada, Switzerland, Holland and Belgium all managed to keep the increase in their subs low, whoever negotiated the deal on our behalf seems to have preferred to have UK taxpayers assume greater debt liabilities so that they could sit on a bigger chair at the various international summits they attend on our behalf. Alongside fiscal policy and monetary policy, our approach towards the bailouts and the IMF shows that there has been remarkably little change in economic policy at the Treasury since Gordon Brown was in charge."

Conservative MPs urge Greece to leave the €uro but Treasury minister Mark Hoban declines to agree

In the late 1990s the Tories became the anti-€uro party but in the Commons yesterday a Tory Treasury minister would not echo Boris Johnson's comments and say that it was time for Greece to leave the single currency and pursue an export-led recovery. The frontbench's reluctance contrasted with the anger of Jack Straw and a host of Tory backbenchers, who all called for Greece to quit the currency zone.

It was the Eurosceptic Labour MP, Gisela Stewart, who yesterday forced an emergency statement from the Treasury. Ms Stewart wanted to know what were the Treasury’s contingency plans in the event of a Greek default.

George Osborne was attending a finance ministers meeting and it was left to Mark Hoban, the Financial Secretary, to answer on behalf of the Treasury. He declined to detail any contingency plans but did assure the House that the UK would not participate in any European bailout of Greece:

"We did not participate directly in the May 2010 package of support for Greece, and there has been no formal suggestion of UK bilateral loans or use of the EFSM, which is backed by the EU budget. The UK participated in the May 2010 package for Greece only through its membership of the IMF. So the burden of providing finance to Greece is shared between the IMF and euro area member states, and we fully expect this to continue. Our position on that is well understood across the euro area."

Der-spiegel-euro Jack Straw, the former Foreign Secretary, was unimpressed by Mr Hoban's reticence and, enjoying his own backbench freedom, urged the Government to declare that the €uro was dead in its current form (video here):

"Will the Minister not recognise that there is now a mood change in Europe? Der Spiegel, the German magazine has had a cover story [image on right declaring "Sudden and Unexpected"] contemplating the end of the euro as we now know it, and Mr Charles Grant, the well known europhile, has done the same in The Times today. Instead of sheltering behind complacent language and weasel words that we should not speculate, the Government should recognise that this eurozone cannot last. It is the responsibility of the British Government to be open with the British people now about the alternative prospects. Since the euro in its current form is going to collapse, is it not better that that happens quickly rather than it dying a slow death?"

Mr Hoban responded by noting that Mr Straw once wanted to take Britain into the €uro but refused to join him in stating that the current arrangement was over. "We have a strong interest, though, in the continued stability of the eurozone, as it is our major trading partner," said Mr Hoban, "Continued instability in the eurozone could be a factor in holding back the recovery of the British economy."

Has the Treasury binned weekly collections?

Caroline Spelman was questioned in the Commons yesterday about the waste review.  One of the main matters raised was weekly bin collections, and perhaps the best place to start is with two quotes.

The first is from my colleague Harry Phibbs yesterday, citing the Government's review of waste policy as follows:

"The Government will be working with local councils to increase the frequency and quality of rubbish collections and make it easier to recycle, and to tackle measures which encourage councils  specifically to cut the scope of collections"

The second is from an article by Eric Pickles, also published yesterday.

"For the first time, in a major change of government policy, Whitehall will start supporting – rather than opposing – frequent rubbish collections. We will be working with local councils to increase the frequency and quality of rubbish collections and make it easier to recycle. The Government understands that the public have a reasonable expectation that household waste collections services should be weekly, particularly for smelly waste which results in vermin, flies and odours."

The phrase "increase the frequency and quality of rubbish collections" suggests that Pickles and Spelman are literally reading from the same page on weekly bin collections - while DEFRA officials work ceaselessly to rewrite the policy, against the wishes of their Secretary of State.  This is the view that Harry took, and there is no hard evidence to the contrary.

Lansley under supported on front bench, but strongly supported from backbenches

This morning's reports of Andrew Lansley's Commons statement yesterday haven't missed that he was unsupported in the Chamber by the presence of senior Cabinet colleagues.  (The Prime Minister was en route to Pakistan.)

What some may have missed is the strong support given to the Health Secretary by Conservative backbenchers.  Some it, clearly, had been organised in an operation by the Whips - but not all.  By my count, Lansley received ten questions specifically supportive of his plans -

"Sir Paul Beresford (Mole Valley) (Con): As the Secretary of State may know, I still have a faint link with the NHS and medicine in general. The GPs I have met in my constituency and elsewhere are very much in favour of the proposals. In contrast, the complaints are circular letters that have been well organised. Does the Secretary of State agree that GPs will be devastated if there is any reversal and backtracking?

Backbench Conservative heavyweights line up to back the budget

No great surpise there, of course.  But three speeches from the Conservative backbenches yesterday evening give the flavour of the first day's debate.  First, Andrew Tyrie (Chichester), the Chairman of the Treasury Select Committtee, choosing at the end of his speech to back the budget to throw his weight behind the Chancellor's approach -

"I know that this is not something on which agreement will be reached across the House and that it is the very stuff of party politics, but I hope that Members sitting on the other side of the House will permit me to end with a personal view. Even if there were no deficit, we should still reduce public spending because at close to 50% of gross domestic product it is too high. It reduces choice and freedom for millions of individuals, and it burdens enterprises with unacceptable levels of taxation. During the 13 years of the previous Government, public spending averaged about 40% of GDP. I support this Government's plans to reduce it to that level again."

Next, John Redwood (Wokingham) supporting the budget but suggesting the kind of pro-growth measures which he regularly floats on his blog -

"The outcome of the Budget will depend on two important considerations: whether we can put enough measures in place along the lines that the Chancellor has laid out for promoting growth; and whether there is a happy and sensible resolution to the banking problems as they affect SMEs and the wider public in Britain. There has been much discussion of the big banks, the investment banks and all those sorts of issues, but we now need to laser in on how the banks serve local communities and the SME sector. We need a more pro-competitive answer. I have some thoughts on how we could do that, but will not detain the House with them because today is not the day for that. However, without such measures the Budget will find it difficult to deliver the very large figures for increased revenue on which the whole plan rests."

Third, Stewart Jackson (Peterborough) illustrating, in an exchange with Rachel Reeves, the degree to which Tory speakers placed the blame for the defict where it belongs.

What choice do we have? Labour's poisonous legacy and debt millstone left us with simply no alternative. In 2010-11, we had to borrow about £140 billion-perhaps around £10 billion less than expected. Only Ireland has a bigger cyclically adjusted deficit. Labour ran a structural deficit some seven years before the banking crisis in 2007-08, and we entered the financial crisis with the largest structural deficit in the G7. The national debt doubled between 1997 and 2010. In May last year, we were at significant risk of a downgrading in our international credit rating, with a catastrophic impact on public services, business and consumer confidence, a long period of stagflation, and a contraction in the economy.

Rachel Reeves: I want to enlighten the hon. Gentleman with two facts. First, in 1996, just before the Labour Government came into power, there was a structural budget deficit of 4%, whereas it was 2.5% in 2007. Secondly, he compares the UK economy to that of Greece, but does he recognise the figures that show that although bond yields in Greece increased from 7% to 12% between January and May 2010, in the UK, before the Conservatives came to power, they were falling?

Mr Jackson: The hon. Lady will know that the markets have recognised that the fiscal consolidation that the Government had to put in place as part of a policy of growth in the private sector and consolidation in the public sector has resulted in a lessening of the pressures in the gilt markets, with gilt yields down to 3.53% since May last year, and every 1% is £1 billion of interest payment. Of course, that is change in the pocket to Labour Members; we are spending £120 million on debt every day.

Douglas Carswell and John Redwood pile pressure on Cameron over EU Economic Governance

Who has the real power in UK-EU relations? Douglas Carswell, noting that policy towards the EU seems to more or less stay the same whichever party is in power, argues that the UK's Permanent Representative at the EU holds significant power. It reminds me of that Yes, Minister sketch when Sir Humphrey Appleby says that it is much better that civil servants and teacher unions decide education policy because ministers are always changing.

Acting on his instincts Douglas Carswell has teamed up with a few other Eurosceptic Tories - Steve Baker, Philip Davies, David Davis, Richard Drax, Zac Goldsmith, Chris Heaton-Harris, Philip Hollobone, Mark Reckless and Charles Walker - to table a motion on today's Commons Order Paper calling for the UK Permant Representative to answer questions at the bar of the House.

It won't happen, of course, but the UK's Permanent Rep should be accountable to MPs.

John Redwood is also on the warpath. He has been looking at the detail of the new economic surveillance powers that Brussels and Angela Merkel want. He concludes they are unacceptable and blogs:

"The UK is exempted from the sanctions and enforcement measures, but is still part of this big increase in economic surveillance and common policy making. If it is all as harmless and unimportant as the governemnt says, why don’t we just exempt ourselves from the whole thing, and demand powers back in return for any assent to a new Treaty?"

Meanwhile, on Planet European Parliament, MEPs are insisting that they want more than a 2.9% increase in their annual budget. Unacceptable as a further budget increase is, it must not distract us from the real issue. Cameron wants us all focused on the budget debate. The real issues are the new economic surveillance powers and the failure of the Coalition to use Merkel's Treaty amendment to negotiate repatriation of some powers (as the Tory manifesto promised to do). Nick Clegg, in an interview with Friday's FT, made it clear that repatriation was not acceptable to him. The Tory Mainstream must make it clear that the economic surveillance powers are unacceptable to them.

Congratulations to all 37. The whips mounted a massive operation to minimise the rebellion and urged support for an amendment put down by Bill Cash which, more meekly, "call[ed] on the Government to reject European Parliament proposals to increase the budget". That later was passed.

Some might have bowed to the whips' pressure but that won't be the explanation for all. Philip Davies and Richard Shepherd, to name just two, are serial rebels and may simply have had prior, immovable engagements.

Patel The overall debate was a festival of Euroscepticism with particularly strong contributions from younger, newer Tory MPs. One got the sense that the baton of opposition to the European superstate was passing to a new generation. Priti Patel, in particular, was on great form. Here is one extract from her contribution:

"When the Lisbon treaty was passed, we heard claim after claim that it would make the EU decision-making process more efficient and democratic. How can it have led to more efficiency, when the EU budget is due to increase by 5.8% in payment appropriations? Even the Opposition, with their astonishing record on spending and waste, would struggle to justify an annual increase in spending on that scale. I very much doubt that, in the current economic climate, any Department calling for such an increase in its budget would be given any consideration.

The Government's position is to keep cash levels at the same rate as last year, but, at a time when most domestic Departments are looking to make efficiencies and cuts ranging from 25% to 40%, why is the EU not being pushed further? With a total budget exceeding €130 billion, it is not unreasonable for the Government and the Economic Secretary to the Treasury, in her negotiations, to pursue the Commission and other member states to make deeper cuts in order to bring down the cost of the EU and to protect the British taxpayer.

My constituents in Witham and the majority of the British public now understand that the Government are dealing with spending, and that spending must come down. As decisions affecting my constituents are taken, however, they will be furious to see that, although they cannot have their new school buildings or road improvements for now, more and more of their hard-earned money is being handed over to Europe."

Credit also to Justine Greening, Treasury minister. She was robust in her statements to the House and was later compared to Margaret Thatcher by John Redwood:

"The last time we had a good battling female Minister who stood up for Britain she was armed only with a handbag, yet with that one piece of equipment she came back with the biggest rebate we ever got: the rebate the Labour party stupidly gave away, and the rebate we need back. That rebate would give us twice as much money as the amount the Government are hoping to save from the cut in child benefit. We know the Minister has the right equipment. She assures me that she has an excellent handbag, so we wish her every success in putting that argument."

Highlights from Ms Greening's contribution:

  • The EU should not be immune from spending cuts: "I will not hide from the House the Government's frustration that some of our partners-and those in EU institutions-do not seem to understand how bizarre it is, when national budgets are under such extraordinary pressure, that the EU should be immune from that."
  • All over Europe nations are cutting costs, but not the EU itself: "If we look at the size of the EU budget, we see that there is a marked disparity between the Commission's proposed budget increase and the substantial reductions in public spending that countries across the EU are having to make. The Governments of, among others, France, Germany, Greece, Spain and Romania, as well as our own, have all announced sizeable austerity measures¸ and the EU as a whole has taken unprecedented action to secure economic stability. Yet the Commission has proposed that the EU budget should increase by nearly 6% in 2011. The Commission's draft budget explains that the proposed increase is driven primarily by pre-planned rises in the financial framework, and by large spending programmes such as the research framework programme. As we have heard, however, it is impossible to ignore other elements, such as the startling 4.4% increase in the cost of running the EU institutions themselves."
  • EU budget priorities, as well as the total spend is wrong: "The Government will not only focus on the size of the EU budget. We also want to focus on its priorities for spending, because it is clear that certain areas of the EU budget simply do not offer the best possible value for money that we should be able to expect. The common agricultural policy, citizenship spending in some areas and spending on the EU's own administration are foremost among them. There is also, of course, the perennial question of why the EU is based in both Brussels and Strasbourg. Critically, we want an EU budget that prioritises economic growth and recovery across the EU and worldwide, just as we are doing with our fiscal consolidation measures here in the UK. We want a budget that is focused on prioritising poverty reduction, promoting stability and addressing the challenges of climate change."
  • The Carswell amendment cannot be supported: "We want to see the 2011 budget cut. The problem with the amendment is that if we withdrew our money from the EU, under its terms that would be illegal. We cannot support an amendment that would make our action illegal, so we will have to reject it, but I can tell my hon. Friend that if he had worded the provision slightly differently, we might well have been able to support both amendments. It is with regret that we have to reject his amendment, despite agreeing with its sentiments."
  • Up until now we don't have venough votes in the EU to freeze the budget: "I should remind the House that when we had the opportunity in the European Parliament to vote against the rise in the Parliament's 2010 budget, we took it. Although the Council had battened down the rise proposed by the Commission, the Government could not accept the proposed level of budget increase and we therefore voted against the Council's first reading. In fact, six other member states joined us: our Nordic partners-Finland, Sweden and Denmark; and the great brewing nations of Austria, the Netherlands and the Czech Republic. The Council's position was, however, adopted by a qualified majority, although I just remind the House that we were very close to achieving a blocking minority on that vote; we were just three votes away from doing so-we got 29 votes when we needed 32. That is why we have been working so hard with our European partners to put our case, because we want, at the minimum, to be in a position to have a blocking minority. We really want to aim for a majority, and that is what we are working towards."

Theresa May defends European Investigation Order as necessary for cross-border crime-fighting but backbench Tory MPs warn her that it is an EU 'power grab'

In the Commons yesterday the Home Secretary explained to MPs why the Government was adopting the European Investigation Order. Posted below are key highlights from her opening statement:

The need to deal with cross-border crime: "To deal with cross-border crime, countries enter into mutual legal assistance-MLA-agreements. Those agreements provide a framework through which states can obtain evidence from overseas. MLA has therefore been an important tool in the fight against international crime and terrorism."

The European Investigation Order aims to simplify and accelerate cross-border crime-fighting: "The process is fragmented and confusing for the police and prosecutors, and it is too often too slow. In some cases it takes many months to obtain vital evidence. Indeed, in one drug trafficking case the evidence arrived in the UK after the trial had been completed. The European investigation order is intended to address those problems by simplifying the system, through a standardised request form and by providing formal deadlines for the recognition and execution of requests."

The Association of Chief Police Officers want the EIO: "The Government have decided to opt into the EIO because it offers practical help for the British police and prosecutors, and we are determined to do everything we can to help them cut crime and deliver justice. That is what the police say the EIO will do. We wrote to every Association of Chief Police Officers force about the EIO, and not one said that we should not opt in. ACPO itself replied that "the EIO is a simpler instrument than those already in existence and, provided it is used sensibly and for appropriate offences, we welcome attempts to simplify and expedite mutual legal assistance.""

The EIO does not threaten civil liberties: "We will seek to maintain the draft directive's requirement that evidence should be obtained by coercive means, for example through searching a premises, only where the dual criminality requirement is satisfied. Requests for evidence from foreign authorities will still require completion of the same processes as in similar domestic cases. In order to search a house, for example, police officers will still need to obtain a warrant. The execution of the EIO must be compatible with the European convention on human rights. That means that there must be a clear link between the alleged criminality and the assistance requested, otherwise complying with the request would be in breach of article 8 of the ECHR, on private and family life."

Dominic Grieve leads parliamentary attack on Labour's plan for voting reform

Conservative MPs lined up yesterday to oppose Labour's plans for a £80m referendum on introducing the Alternative Vote system for electing the House of Commons. Shadow Justice Secretary Dominic Grieve led for the Conservatives.

Richard Shepherd on how AV elects the least objectionable candidates: "I know that the Prime Minister has abolished boom and bust, and I now know that he wants to reform our voting system, but let me make an observation. The first-past-the-post voting system goes back to before time almost. It was the way by which, in ancient societies, in a one-vote system, the individual who had the most votes came first. It was the most simple rubric for determining who should be elected. That is how things were, but there has been a reversion. I am told that the Liberal Democrats support the money resolution and the purposes behind it. They have forgotten the advice of Lord Jenkins in his commission’s report. The system that we are debating cannot be said to be an equal or proportionate system any more than the first-past-the-post system can. It therefore means that the least-objectionable candidate is elected."

John Gummer protests at the £80m cost of a referendum on AV: "My constituents do not have the wherewithal to keep our current systems going, because the Government have taken money from the national health service and local government and spread it elsewhere in order to distribute it to their heartlands. It is therefore a scandal to talk to my constituents about £80 million, and they will not forget it at the election. More importantly, the neighbouring constituencies, which are very marginal, will certainly not forget it. They will return to this House people more willing to care for the public finances."

Dominic Grieve says £80m would fund 15 rape crisis centres: "I do not know where the £80 million is supposed to come from, but on my calculation it would pay for the prison places needed to scrap the early release scheme, which the Secretary of State says is so important to him; it would fund 15 rape crisis centres, if that is what he wants to do out of the justice budget; and it would enable him to drop the disgraceful policy of refusing to meet the legal costs of acquitted defendants who do not enjoy legal aid. All those things could be done, and I have to say to him that that would be money much better spent."

Patrick Cormack says the debate is all about Labour wooing the Liberal Democrats: "The motion not only illustrates the prodigality of the Prime Minister—with his busted reputation for financial acumen, which went down the drain a very long time ago—but shows that the Government have no place in their affections or regard for Parliament. They are thrashing around like a dying tyrant, seeking to use their majority to take the public eye off the things that really matter and, perhaps, to save their skins in what they think might become a deal in the future—we remember the Lib-Lab pact, Mr. Deputy Speaker—with those who might come to their aid and succour."

In his main contribution, Dominic Grieve notes that the left-wing blogosphere oppose AV: "The best starting point would be for the Secretary of State to take a short absence from the Chamber to look at the excellent blog site run by his son, Will Straw, on which there has been extensive polling in left-of-centre areas of radicalism about these proposals. No more than 20 per cent., he has concluded, support the alternative vote proposed by the Government and 29 per cent. want no referendum at all. Perhaps we should not be surprised to learn, particularly from a left-of-centre blog, that the vast majority of the remainder want such disparate things that it is impossible to assess what they desire. I think that the Secretary of State would have done rather well to have considered that blog first."

Dominic Grieve says that few voters want the paralysis of PR: "In my constituency—I make this point also in the context of the Liberal Democrats—I get very few representations about changing the electoral system. I suspect that the same is true for many hon. Members. The more that people study proportional representation systems, including purist systems such as that in Israel, the more they must conclude that such systems saddle countries with impossible legislatures, that no proper governance can be carried out under them and that they bring inertia. For those reasons, PR does not commend itself to me."

Mr Grieve on AV favouring Labour: "The alternative vote system would have delivered more seats than the first-past-the-post system for Labour in 2005, even though it only gained 36 per cent. of the popular vote. That seems to me to be a very poor starting-point for change in that direction."

Frank Field highlights another unfairness of AV: "What worries me about the proposals that we are debating is that it is not difficult to imagine some of our colleagues initially being clear winners against three or four other candidates, but, through a process of elimination, losing their seats because the votes eventually go to the runner-up. There is a terrible illogicality in having a system in which a candidate can have a clear lead in the first-preference votes, but in which the second or third-preference votes become equal to the first-preference votes in further stages of the counting. Clearly, those other votes are not equal to the first-preference votes; if they had been, people would have voted differently in the first place."

John Redwood corrects the idea that the Conservatives use AV in internal leadership elections: "Labour and Liberal Democrat representatives seem keen to say that we use the alternative vote system for our internal party elections, but we do not. The system used for our leadership election is the progressive rounds model, under which one candidate drops out at each stage, with everyone being given a vote on the remaining candidates. That could not conceivably be adopted for general elections, as having six or seven candidates at the start would mean that the election would take about three months. The electorate would get bored, and the costs would be massive."

Grieve quotes Ken Livingstone's opposition to AV: “Many people like myself who have long fought for a truly representative voting system will be left with no alternative but to support first-past-the-post because the AV alternative is even worse…Those voters who have backed one of the two strongest candidates in a constituency get no further say in the process, whereas those who have voted for minor parties and crank candidates then get a second vote to determine the outcome between the two leading parties.”

How quickly should new MPs become ministers?

Michael Brown has written a thought-provoking piece for The Independent.

One of his most interesting observations is this:

"Assuming a Tory victory with an overall working majority, Mr Cameron will be faced with a parliamentary party numbering 350, or thereabouts, of whom only just over 100 will be previously sitting MPs. By comparison, when Margaret Thatcher formed her first government in 1979 her party gained 62 seats from other parties, but she was able to choose widely, from over 250 re-elected MPs from the previous parliament, the 100 or so cabinet and junior ministers."

ConHome has already speculated about the return of the likes of Michael Howard, Peter Lilley, Malcolm Rifkind and John Redwood to the frontbench to give an inexperienced incoming government some weight.  Michael Brown implies that this might not be enough and he suggests that some new MPs might become ministers immediately.  He mentions Nick Boles as a candidate for instant promotion and cites the preecedent of one Harold Wilson:

"Attlee was faced with a similar situation when forming his 1945 government. He had no hesitation in asking the newly elected MP for Ormskirk, Harold Wilson, to become Parliamentary Secretary in the Ministry of Works.

Wilson made his maiden speech from the Treasury bench speaking for the government, as a minister, on the amenities and facilities for MPs. Within two years he had joined the cabinet at President of the Board of Trade. So who might be destined to repeat Wilson's achievement? Step forward Nicholas Boles, soon to be Tory MP for Grantham and Stamford, and who is now currently working for Mr Cameron's implementation team, preparing for government, in Tory HQ. Mr Boles may already be dreaming of the arrival of a ministerial limousine before he even makes his maiden speech."

My inclination is to believe that every new MP should be given some time getting used to the Commons before such elevation but Cameron may feel he does not have much choice.

John Redwood demands a recall of Parliament to debate relations with Libya, the economy, the NHS, Afghanistan...

Junior frontbencher David Jones has posted on his blog in support of John Redwood's call for a recall of Parliament. He is specifically concerned that the Commons gets the chance to question ministers about the release of the Lockerbie bomber:

"We need to learn the truth about the discussions that took place between Britain and Libya prior to al-Megrahi’s release.  That can only be achieved by statements from the Prime Minister, the Foreign Secretary and the Business Secretary. Crucially, also, we need to know what the Government proposes to do to restore good relations with the United States.  Again, Brown and Miliband must present themselves to the House, make their statements and answer what are likely to be extremely searching questions."

John Redwood 2Last week I highlighted how Liam Fox was having to write to Government ministers to ask questions in the absence of the ability to submit official parliamentary questions for most of the recess.

Today, as the summer recess enters its fifth full week, senior backbencher John Redwood has called for a recall of Parliament on the back of the emergency session of the Scottish Parliament organised for this afternoon to discuss the release of the Lockerbie bomber.

But as Mr Redwood points out, that's not the only issue which has arisen since the Commons rose for the summer meriting debate in the Commons. He identifies:

  • The increase in quantitative easing and larger deterioration in our fiscal position, necessitating an urgent debate on the state of the economy;
  • Several Committee reports on health care, prompting the need for a proper debate on the NHS;
  • The death of more British troops in Afghanistan, along with leaks about the state of military procurement, for which ministers need to be held to account.
He states, in an open letter to Gordon Brown:
"When you first took the highest political office in the UK you stated that you wished to restore the UK Parliament to a more central role in our democratic life. You cannot be serious unless you today recall the UK Parliament, to meet later this week."

Government sends two ministers and 45 officials to conference on climate change

John Redwood MP Rather like rock stars who take a private jet to play at an event condemning the evils of climate change, Whitehall departments sometimes fail to practice what they preach, as John Redwood has uncovered:

"To ask the Secretary of State for Energy and Climate Change how many UK Ministers and officials attended the United Nations Climate Change Conference in Poznan on 13 December 2008; and what method of transportation each used. [246697]

Joan Ruddock: The United Nations Framework Convention on Climate Change conference in Poznan in December 2009, known as the 14th Conference of the Parties (or COP14) was attended by two Ministers and 45 officials. Delegates attended from different Departments across Whitehall to ensure the full range of issues could be addressed by UK experts. Of the total, 33 delegates attended from the Department of Energy and Climate Change

The Ministers in attendance were Secretary of State Ed Miliband, and Parliamentary Under-Secretary Joan Ruddock.

The 47 delegates travelled to and from Poznan in the following proportions:

All emissions resulting from DECC's international commitments are offset. In April 2006 the UK developed a Government Carbon Offsetting Fund (GCOF) as part of the wider UK Sustainable Development Strategy to meet the commitment to offset emissions arising from official and ministerial air travel."

What with all the hot air that will have been expended at the conference, that's quite a contribution.

This country used to run half the globe with a handful of Classics graduates.

On another note, there can be little doubt after the last few months that John Redwood should serve in the next Conservative Cabinet.

"The Copenhagen talks later this year are clearly vitally important for getting an international agreement on tackling climate change. But it is astonishing that the Government would need to fly out 46 delegates to represent Britain, not least because of the carbon footprint.

The creation of a Department for Energy and Climate Change was meant to co-ordinate the Government's approach to this important issue. Clearly this is not yet working as a third of the delegates were from other Government departments."
