Labour councillor unconcerned by "second class education"

London Councils are gathering signatures at the moment from Cabinet Members for Childrens Services in London boroughs. The letter is lobbying for London to have a greater share funding for new school places. That is a cross party view in London.

But here is one startling response from Haringey to the request to sign:

Dear Lisa
I’m happy to add my name but would suggest an amendment. In the second to last paragraph it says ‘we don’t want London’s schoolchildren commuting across London to get a second class education’. I would delete the bit about second class education – it’s the commuting we object to.

Is Cllr Reith saying that there is no such thing as "second class education" in London? Or is she saying that it doesn't matter?
