The £1 million bus lane that goes 700 yards

The Daily Mail has an article about Conservative-run Bath and North East Somerset Council spending £1 million on a bus lane that only goes 700 yards. Why not spend the money fixing pot holes? Because it is ring fenced funding from central government that has to go on bus improvements. Of course the Council wouldn't have spent it's own money on this bus lane but if "free money" from central Government is available why not spend it? This is how vast sums get wasted under the present system.
