ACAS decrees Council pay hike

ACAS has told Councils to pay a 2.75% rise to 1.4 million local government workers - instead of the 2.45% offered. Councils have warned it will mean a choice of Council Tax rises or job losses as there will no extra funding from central Government to fund the extra pay rise.

Why is local government pay agreed nationally? Also why is ACAS, that 1970s corporatist relic of fudge and decline, still in existence?
