Smash and grab raid on Hounslow's grit

The Daily Express reports that the Highways Agency has been seizing grit from local councils because central government did not have sufficient reserves of the stuff. Hounslow Council leader Cllr Peter Thompson says if the Government had asked nicely they would have helped out - but that the behaviour has been heavy handed.
