A more flexible (and harsher) drivers' licensing scheme

I'm currently in Australia, where:

1) There is a 0% alcohol rule for provisional licence holders (but, I think, a lower limit for full licence holders)

2) There is a system of "double demerits" in place over Christmas - i.e. double penalty points for a period when more people tend to have accidents / drink drive etc.
