Now the spin being fed to Nick Robinson is that the government might announce tax cuts in the pre-Budget report. As Robinson puts it this would be "bold and big". He also suggests that this would put the Conservatives in an awkward position. Might Brown really do this, or is it just another of his bluffs, like the election that never was? Could it end up, like the election that never was, as a bluff over which he loses control and then must choose between going for it or drawing back? And if it came to that call, would he draw back again this time, or decide that the lesson of 2007 was "who dares, wins"?
