The concept was reported at the time amongst options for the 2001 Budget, and was taken up by some in the "Silent Majority's" "Highway Robbery" and "Boycott the Pumps" campaigns - e.g. here: http://www.silentmajority.co.uk/highwayrobbery/btp11.html
