Sam, you raise an excellent general point about transatlantic think-tank funding disparities, but if you are including bodies such as CFR, CSIS and Brookings on the US side, it is only fair to also count the British equivalents of IISS (£7 million), Chatham House (£6.2 million) and RUSI (£2.8 million). These additions do not change the fact that the British think-tank market is woefully underfunded (declaration of interest: I run a think-tank). While tax laws account for part of the difference with the USA, a bigger problem is the difference of philanthropic spirit between the two countries and the lack of understanding here of how think-tanks can help shape the battle of ideas.
