A ... when you have a deeply dishonest Labour government.
This story deserved more play: the Times had a great scoop yesterday on Labour's approach to transport.
If you want to close a railway line, you have to initiate a public consultation process. But if you just stop trains running on it and run a "temporary bus replacement" then you don't. So, rather than declare rail closed, the Department of Transport is now running empty buses through London, infrequently and without the knowledge of the staff at stations at which they call, and calling those "replacement buses" - thus avoiding the need to declare the fact that they've closed bits of line.
